buggy <base> behavior when viewing source

Click the href values in the link tags surrounding the base tag. The stylesheet filenames should open the files because they precede base tag. The base tag only applies to subsequent links. They load the stylesheets properly. This bug happens when viewing source.

Firefox behaves properly. Currently Chrome and Brave behave buggy and give 404 error. Please behave properly. Thank you ∞)
